* Add AV1 transcoding support
- AV1 encoding on CPU via SVT-AV1 (libsvtav1 in ffmpeg)
- Supports CRF and optionally capped CRF (max bitrate)
- Tested playback successfully in Chrome Win+Android, Firefox Win+Linux, Android app
